Managing Partner

Frank is a Co-founder and Managing Partner of TLA. He has 20 years of experience in commercial real estate finance. He is also the Founder and Managing Principal of Deloache Capital and its affiliates, a private equity real estate investment platform.

From 2006 until August 2022, Frank served as the Chief Executive Officer of Thomas Title & Escrow which he founded. Thomas Title is one of the leading national commercial title insurance agencies in the U.S. Thomas Title was sold to Stewart Information Services Corporation (NYSE:STC) in 2021. Thomas Title closed in excess of $30 billion in transaction volume since its inception.

Prior to founding Thomas Title, Frank served as Corporate Counsel of a $4 billion bank holding company. Prior to that, he worked in the corporate and securities groups of the Phoenix office of Snell & Wilmer, L.L.P. and the Mexico City office of Baker & McKenzie advising public and private companies on mergers, acquisitions, and capital formation.

Frank attended the University of Arizona, Honors College, where he earned a Bachelor of Science in Business Administration, magna cum laude. He earned his J.D. from the University of California, Hastings College of the Law. He also attended Universidad Iberoamericana, Mexico City, completing a semester of Mexican legal studies, and Universidad LaSalle in Mexico City, completing a semester of business courses. He is admitted to the State Bar of Arizona and the State Bar of California and is fluent in Spanish.

Co-founder and Partner

David is a Co-founder and Partner of TLA. He is also the Managing Partner of Connell & Associates, a law firm with offices in Puerto Vallarta, Ixtapa-Zihuatanejo and Mexico City.

David is a highly respected Mexican attorney with over 25 years of experience specializing in real estate, corporate law and foreign investment. Born and raised in California, he earned his Mexican law degree from the Universidad Tecnologica de Mexico in Mexico City in 1997 and is licensed to practice in all 32 Mexican states.

David’s career began with Martinez del Campo del Rio in Mexico City, where he worked closely with prominent legal figures, including Dr. Carlos del Rio, former Chief Justice of Mexico’s Supreme Court. He later co-founded and managed Peyton and Connell, opening multiple offices across Mexico. In 2003, David established Connell & Associates with expertise in development, agrarian law, corporate transactions and litigation.

Throughout his career, David has advised local and state governments on foreign investment and development, served on corporate and nonprofit boards, and published articles in prominent outlets such as The Washington Post and The Wall Street Journal. Fluent in English and Spanish, he is also certified as an expert translator by the Supreme Court of the State of Guerrero. David’s work reflects his dedication to navigating complex legal landscapes and fostering investment and growth in Mexico.

Partner

Jonathan is a Partner of TLA, and a seasoned attorney with over 30 years of experience working in prominent Mexican law firms. He is also the founder of Pikoff y Associados, S.C., a distinguished legal practice specializing in real estate development and cross-border business transactions.

He holds a law degree from the University of Houston and completed the rigorous 5-year law program at the prestigious National University in Mexico City—a rare achievement that underscores his deep expertise in Mexican law. He also earned a bachelor’s degree in Economics and Business from Trinity University in San Antonio, Texas.

Fluent in Spanish and based in Los Cabos, Mexico, Jonathan is deeply committed to helping U.S. public and private companies navigate the complexities of doing business in Mexico. His practice is defined by a client-first approach and a profound understanding of both U.S. and Mexican legal systems.
